In 2022, SAPA announced that all future local government recipients of our Public Service Excellence Awards will honor a long-time friend and colleague who passed away in February 2022, Robert D. McEvoy. For 38 years, Bob McEvoy inspired and mentored hundreds of students at UAlbany’s Rockefeller College. He served as Hastings-on-Hudson Village Manager (for 18 years) and Schenectady County Manager for 22 years (from 1978-2000). Through his later years he was a regular at SAPA and SAPA events in Albany.
Congratulations to the 2025 Robert D. McEvoy Excellence in Local Government Service Award, Phil Church, Oswego County Administrator. Mr. Church was nominated by Stephen Acquario, Executive Director of the New York State Association of Counties.
