The State Academy’s Board of Directors approved the reconstitution of this award named in honor of Arnold L. Steigman PhD. Dr. Steigman dedicated his life to the practice of and education in Public Administration. His commitment to the role of government as an agent for good on behalf of the people it serves was legend. He devoted 40 years of his life to the practice of public administration in New York State government and retired in 1995 after serving in eleven different agencies. In addition, Arnold Steigman devoted himself to education in public administration. At the time of his death, as a member of the faculty at the Empire State College of the State University of New York, he was educating dozens of graduate students. Arnold was a former Chair and long-time Executive Director of the SAPA Board of Directors.
The award is given to a Part-Time educator in recognition of actions that demonstrate excellence in teaching in the field of Public Administration. The education in Public Administration may be at the undergraduate or graduate level.
Congratulations to the 2025 Steigman Award Recipient, J. Christopher Mihm of Syracuse University’s Maxwell School of Citizenship and Public Affairs. Mr. Mihm was oversees and not able to receive his award at the Ceremony.
